These two adjoining areas sit at the Brooklyn end of the East River bridges and behave very differently despite sharing a border. Brooklyn Heights is a landmarked brownstone district on the bluff above the harbor, with the Promenade along its western edge and mostly small buildings, row houses and prewar co-ops. Downtown Brooklyn, immediately east, is the borough's civic and commercial core, with newer high-rise rental towers built in the last two decades.
The concentration of subway lines here is the strongest practical reason to stay in either: a dozen lines converge around Borough Hall, Jay Street and Atlantic Terminal, and the Long Island Rail Road terminates at Atlantic Terminal, which is unusual for a residential area. The tradeoff is that Downtown Brooklyn is busy, active construction is common, and Brooklyn Heights offers quiet but far fewer buildings that permit a 30-night arrangement.
