These are two separate small boroughs on the Monmouth bayshore whose names are easy to confuse, so we cover them together and label them clearly. Atlantic Highlands sits on the hills above Sandy Hook Bay with a municipal harbor; Highlands is next to it at the mouth of the Shrewsbury River, connected by bridge to the Sandy Hook barrier beach and the Gateway National Recreation Area.
The defining local fact is that neither has a rail station: the practical transit option is seasonal and commuter ferry service from the bayshore toward Manhattan, and otherwise driving. The second is water: Highlands in particular is low-lying and has seen significant post-storm rebuilding and elevation work, which is why so many of our requests here are insurance and rebuild placements rather than corporate ones.
